South and North Korea have come to an agreement in talks to ease tensions in the latest crisis on the peninsula, South Korean news broadcaster has YTN reported. The deal comes after North Korea expressed regret over a landmine incident that wounded two South Korean soldiers this month, the two sides said in a joint statement issued on Tuesday.In return, South Korea will stop anti-North propaganda broadcasts at noon on Wednesday, the statement said.The two countries also agreed to work towards a resumption next month of reunions for families separated by the 1950-53 Korean War, National Security Adviser Kim Kwan-Jin, the South’s lead negotiator, told reporters. The negotiations in the border truce village of Panmunjom had played out against a dangerous military stand-off, which triggered a rare artillery exchange over the border last week.

Kim’s behavior was much in keeping with that of his father, Kim Jong-il, and grandfather, Kim Il-sung: Create a crisis for no apparent reason and expect a reward for ending it. But, in the latest crisis, Kim gained little. N. Korea received no new food deals, no economic or financial assistance, no help with energy or agriculture, and no warm words from the Chinese. Indeed, it is difficult to see why Kim started this crisis in the first place. What Kim does seem to have received is S. Korea’s agreement to stop the broadcasts, which included some very telling personal criticism of him. And that may have been enough. By all accounts, Kim enjoys little personal legitimacy in N. Korea. In Korean tradition, entrusting the family fortune to the youngest of a third generation is sometimes a dicey proposition. His father, Kim Jong-il, struggled mightily to fill Kim Il-sung’s shoes. Kim Jong-un, it seems, is having even greater difficulty managing the family business. Indeed, he has launched what many are calling a reign of terror: Scores of senior officials have been summarily and brutally executed, while others cower in fear. Despite the occasional construction project, usually a new amusement park, N. Korea under Kim Jong-un continues on its path toward oblivion. The country’s economy is in a shambles, with its agricultural base, in the absence of any modern engineering and technology, increasingly susceptible to the vicissitudes of the weather. N. Korea under Kim Jong-un has invested heavily and worked hard to develop ballistic missiles capable of delivering nuclear weapons. Its erstwhile partners, indeed the whole world, have been given no other choice but to tighten sanctions, increase vigilance, and, in the case of the United States and its allies, develop high-tech defenses that could render N. Korean offensive systems obsolete before they are even unveiled. During the six-party process, over the course of four years, North Korea’s interlocutors (the US, S. Korea, China, Russia, and Japan) offered the regime what amounted to a grand bargain: Shut down the nuclear program in exchange for a broad range of assistance and assurances. Kim Jong-un has walked away from the benefits that would come from recognition as a member of the international community in good standing, apparently intent on leading his country farther into the wilderness.
